VICTORIA SKILLED MIGRATION · UPDATED 14 OCTOBER 2026

A strong SkillSelect score is useful, but Victorian nomination now has a separate ranking system to understand. This guide to the Victoria State Migration Plan 2026–27 explains the announced changes, the new Victorian Points Test (VPT), and how to prepare without confusing state selection with visa eligibility.

As checked on 14 October 2026, Victoria has not yet announced that 2026–27 ROIs are open. Final eligibility details are due at opening. Published scoring and fees do not mean applications can already be lodged.

What changes for Victorian 190 and 491 nomination?

The state’s announcement introduces ROI and nomination fees, explains selection weighting, and requires a fresh ROI for applicants from earlier program years. Check the opening announcement before lodging. Do not treat an old ROI as an active application for the new year.

Subclass 190 is a permanent skilled visa; subclass 491 is a provisional regional pathway. Consider the applicable residence and work obligations alongside points. The final Victorian criteria and the federal visa requirements must both be satisfied.

VPT and SkillSelect: keep the scores separate

Victoria ranks ROIs through seven weighted factors. There is no fixed VPT pass mark and no guaranteed invitation. Selection considers both the overall pool and priority industries. Your VPT total must never be added to your federal score.

How to use your result responsibly

Your estimated total is a starting point for checking your evidence. It is not a prediction of invitation timing or a decision about eligibility. You may be eligible depending on your individual circumstances and case; a document review is needed to assess the applicable requirements.

For example, a 28-year-old with Superior English, four completed years in the nominated occupation, a Masters degree, a skill-level-1 occupation, no qualifying partner bonus and A$100,000 in eligible Victorian earnings has an indicative VPT total of 724: 300 + 200 + 60 + 75 + 50 + 0 + 39. That figure is not a federal EOI score.

Priority occupations: check the code, not just the job title

Published priority areas cover healthcare, social assistance, education and construction, with subgroups. Early childhood teacher ROIs with at least one year of relevant experience and Proficient or Superior English receive additional priority consideration. Consult the official occupation tables for your exact ANZSCO code. Priority status does not guarantee selection.

Victorian nomination fees for 2026–27

Stage Excluding GST Including GST
Registration of Interest A$60 A$66
190 nomination application A$180 A$198
491 nomination application A$180 A$198

GST applies when the applicant is in Australia at payment. The nomination fee becomes payable if invited and an application is submitted. The ROI fee is charged once per program year; resubmitting within that year does not trigger another ROI fee. These are state fees, separate from visa charges and professional fees.

Victoria says fees are generally non-refundable, subject to its published exceptions. Read the current payment and refund terms before paying. Paying an ROI fee does not buy an invitation.

Prepare your evidence before the program opens

  1. Review your pathway. Check your occupation, skills assessment, English evidence and current visa position.
  2. Audit your EOI. Make sure each claim is supported; compare it with the information you intend to enter in your ROI.
  3. Document employment. Gather dated references, contracts and payslips. Resolve uncertain experience periods before claiming them.
  4. Check partner and earnings claims. Keep the supporting evidence available rather than relying on an estimated bonus.
  5. Recheck at opening. Confirm the final 2026–27 criteria and submit a new ROI when the official program permits it.
