SKILLED MIGRATION · REGIONAL AUSTRALIA
491 visa assistance that starts with your occupation, documented points and regional plans.
The Skilled Work Regional (Provisional) visa, subclass 491, is a five-year provisional pathway for eligible skilled people nominated by a state or territory government or sponsored by an eligible family member. It is designed for living, working and studying in designated regional Australia.
TILSAVV helps you understand the relevant pathway, identify evidence gaps and prepare agreed application work. We assist clients Australia-wide, including Geelong, Wyndham Vale and Manor Lakes.

Provisional visa
A 491 grant is not permanent residence. A later permanent visa requires a separate application and assessment.
Two pathways
State or territory nomination and eligible family sponsorship need different checks.
Evidence first
A points estimate should be reconciled with your qualifications, work history and other supporting records.
491 visa requirements: what needs to be checked?
The Home Affairs subclass 491 guidance sets out the visa requirements. Main applicants generally need to be under 45 at invitation, have an eligible occupation, a suitable skills assessment and at least Competent English, and meet the points and invitation requirements. Health, character and other applicable criteria also matter.
State nomination programs add their own requirements and selection processes. Family sponsorship has separate sponsor and relationship requirements. A job title or a relative’s address is not enough to confirm that either pathway fits.
The information we begin with
- Your age, current visa, location and important expiry dates.
- The actual duties of your occupation, qualifications and skills-assessment position.
- Your English evidence, employment history and proposed points claims.
- The state nomination or family sponsorship pathway you are considering.
- Your regional living plans and relevant family circumstances.
We use this information to identify what needs investigation before recommending an application strategy. If a document is missing or inconsistent, tell us early so the issue can be addressed accurately.
How many points do you need for a 491 visa?
The federal minimum is 65 points. Qualifying 491 nomination or eligible family sponsorship can contribute 15 points, subject to the applicable requirements. That bonus is not added twice, and planning to seek nomination does not mean that nomination has been obtained.
Planning example: 50 points from other eligible factors plus 15 conditional nomination or sponsorship points gives an estimated 65. This arithmetic does not establish eligibility, secure nomination or guarantee an invitation.
Use the TILSAVV 189, 190 and 491 points calculator for an initial estimate. Then review each claimed item against your evidence and the official 491 points table.
For Victorian nomination, do not confuse the federal points score with the Victorian Points Test. Victoria uses VPT to rank Registrations of Interest; it is a separate selection system with no fixed VPT pass mark. Read the Victorian Government’s current VPT explanation before relying on a score.
State nomination or family sponsorship?
State or territory nomination
This pathway involves a government nomination program as well as the federal visa rules. Program criteria, availability and selection priorities can change. We help assess the relevant published requirements, organise the evidence and prepare agreed nomination and visa work.
Do not assume that satisfying the federal minimum makes you competitive for every state program. Identify the actual program and current selection process before choosing a state solely from a points estimate.
Eligible family sponsorship
This pathway requires assessment of the proposed sponsor, relationship and regional residence, alongside your own visa criteria. Bring records establishing the relationship and the sponsor’s circumstances. Having a relative in Australia is a starting question, not an eligibility decision.
Before proceeding, clarify who will provide documents, who has authority to share information and which parts of the work are included in the engagement.
Which areas count as regional for the 491 visa?
Use the Home Affairs designated regional postcode list, rather than assumptions about distance from a capital city. Geelong is named as a major regional centre. The exact postcode remains important for your proposed location.
Our service coverage and the visa’s regional definition are different things. TILSAVV can assist a client in Wyndham Vale or Manor Lakes without that address automatically qualifying as regional. Check the proposed home, workplace and study location against the applicable official rules.
Make regional planning practical. Bring the proposed postcode, work arrangements, likely travel requirements and any plans to study. Ask what a move or change of work would mean before committing to it.
How TILSAVV assists with the 491 process
- Assess the starting position. Review the facts, visa history and proposed pathway; explain questions requiring further checking.
- Audit the evidence and points. Reconcile qualifications, employment dates, English results and skills-assessment information.
- Prepare the agreed submissions. Assist with the Expression of Interest, applicable nomination process or sponsorship evidence, and visa application within the agreed scope.
- Keep changes visible. Help with relevant correspondence and explain what changes you should report during the engagement.
An EOI, a nomination application, an invitation and a visa application are different stages. Ask which stage has been completed and retain its acknowledgement. An EOI does not itself grant a visa or permission to remain in Australia.
Documents to bring to an initial consultation
Start with your passport, current grant notice, CV, qualifications, English results and any skills-assessment outcome. Add a dated work-history summary, available employment evidence, a points estimate and nomination or sponsor information already held. This is a preparation list, not a complete government checklist.
491 to 191: planning for a later permanent visa
Eligible regional provisional visa holders may be able to apply for the subclass 191 Regional Provisional stream after holding an eligible visa for at least three years and satisfying the remaining requirements. Permanent residence is not automatic after three years.
Home Affairs requires ATO notices of assessment for three income years out of the five years of the eligible visa. Keep your visa grant, address history, work and study records and tax documents organised, and check the 191 requirements at the time you plan to apply.
Common 491 visa questions
Is the 491 visa permanent residence?
No. It is provisional. A later permanent residence pathway has its own application and eligibility requirements.
Does 65 points guarantee a 491 invitation?
No. The minimum points score is one requirement. Selection, nomination or sponsorship and the other visa criteria must also be considered.
Can I apply without an employer sponsoring me?
The 491 is based on state or territory nomination or eligible family sponsorship. It is distinct from an employer-sponsored visa. Some state programs may have employment-related criteria, so the actual nomination program still needs checking.
How much does a 491 application cost?
Request a written breakdown of professional fees, government charges and third-party costs for your family and pathway. Skills assessments, English tests, health checks, translations or nomination charges may need separate budgeting. We confirm the agreed scope and fees before work starts.
How long will it take?
Assessment, nomination selection, invitation and visa processing are separate stages. No fixed invitation or grant date can be promised. Use current Home Affairs processing information when planning rather than a guaranteed timeline.
